Mixed Catholic reaction to revised White House contraception plan

Washington (CNN) - As word trickled out of a White House compromise with Catholic groups on its rule around contraception coverage on Friday morning, administration officials took to the phones to sell the plan to religious leaders across the spectrum.

Catholic officials say President Obama called New York Archbishop Timothy Dolan, President of the US Conference of Catholic Bishops, to explain the revised policy, which exempts religiously affiliated universities and hospitals for paying for no cost contraception for their employees but requires insurers to offer such coverage for for free to women who work at such institutions.

Dolan responded to the White House plan Friday afternoon in a statement saying the move was, "a first step in the right direction."

“While there may be an openness to respond to some of our concerns, we reserve judgment on the details until we have them," he added.

But other bishops were far more critical. "I think he's punting, just kicking the can down the road," Miami Archbishop Thomas Wenski told CNN. "He's hasn't really addressed our concerns.  I think the only thing to do is... to take back the whole thing."

After hanging up with Obama Friday morning, Dolan quickly organized a conference call with other bishops nationwide, according to a source briefed on the calls. It's yet to be seen how the Catholic Church will greet the revised White House policy, but some conservative religious voices say they're not satisfied.

Wenski said the Miami Archdiocese pays an insurance company to cover its 5,000 employees and argued that if the insurance company is paying for and providing contraceptives, as the new compromise lays out, the church would still be paying for it.

"They're missing the point when they say this is about contraception," he said. "This is about religious freedom.  It's a sham to say contraception aren't widely available in this country."

But some Catholic groups applauded the White House announcement. Sister Carol Keehan from the Catholic Health Association said she is"very pleased" with the White House.

"Folks were extremely grateful for this," said James Salt, who heads the progressive group Catholics United, which is close to the White House.

Salt was on a White House call to religious leaders Friday morning that was led by Joshua DuBios, director of Obama's Office of Faith-based and Neighborhood Partnerships.

"This is a solution that can be universally celebrated," Salt said. " There were groups on the call that have a very pro-choice world view and there was no dissent... We're putting out a full-throated endorsement of this."

Stephen Schneck, a professor from Catholic University who has advised the administration in the past, is also pleased with the new HHS policy.  "There was great enthusiasm on the call, a real sense of relief," he said, referring to the conference call with DuBois.

"I think [the administration] finally got it as a result of the fire storm...the religious liberty concerns, that's what turned the policy makers," he said.  "The level of solidarity with the bishops  in seeing this as a religious liberty issue is what I think turned the day."

In recent weeks, religious leaders loudly lobbied the White House on its plan to make religious institutions offer free contraception to employees through health insurance plans. Evangelicals and conservative Jews joined with Catholics in saying the policy was an intrusion of religious liberty.

"As long as the Obama portrayed this as a contraception issue they had a chance to win the pr battle," said Richard Land, head of public policy for the Southern Baptist Convention.  Despite the compromise, Land said the damage has been done.

"It'll be devastating with Catholics," he said, arguing that the president has "shown what he really believes."

The Becket Fund for Religious Liberty, which brought three lawsuits in federal court against the policy, denounced the White House change Friday as an “accounting gimmick.”

Becket said the new compromise doesn’t address the private religious groups and others who object the policy and still view the new policy as them paying for contraceptives, albeit through an insurer.

“Hundreds, if not thousands, of religious institutions are still left out in the cold and will be forced to violate their religious convictions,” said Hannah Smith, senior legal counsel for the Becket Fund, in a statement.

An administration official said the White House will convene meetings with religious leaders in coming days and that “this policy will be developed collaboratively so that the ultimate outcome works for religious employers, their workers and the public.”

    If CNN were doing its journalistic job, this story would be updated to reflect a lengthy statement from the United States Council of Catholic Bishops YESTERDAY that, after considering the "compromise" which will require "careful moral analysis", that out the outset there are many aspects to it that are "unacceptable and must be corrected" and which raise serious moral concerns." Thus the Bishops state they will continue with "no less vigor, no less sense of urgency" to correct this problem through the two other branches of government. WHERE is this in CNN's news coverage of this story???

      While Michele is correct on how insurance works (a contract between the insurer and the employer), she is completely wrong in her assessment that these services are not medically necessary nor are they to sustain life. That is not true at all. Oftentimes, a contraceptive is medically necessary. And contraceptives and even abortions may be used to sustain the woman's life that may be threatened by pregnancy.

      A Ron and Really...children should learn to be seen and not heard until they know what they're taking about. Ron, see previous post about "abortion alwasy being covered." Really....Yes, insurance companies cover birth control provided that the employer CHOOSES to provide that benefit, and it is more often than not covered with a COPAY...not at no add'l cost to the insured....now that there's no copay, premiums WILL rise in order to subsidize the cost. What a woman once paid for a copayment (let's say $7/month) will now cost ALL OF US since the copay needs to be subsidized by the employer group or insurance company. For argument's sake, let's say your monthly premium goes up $15....now you're still paying your $7 copay (just not as a copay but as a premium) plus another $8 in premium. Why should I or anyone else for that matter get stuck paying for YOUR choice in contraceptive use? Contraceptives ARE NOT medically necessary despite all the whining from women about bad periods, moods, cramping, bleeding...it's a choice for birth control purpose and a way out for women "suffering" from PMS/PMDD who aren't big enough to suck it up and tough it out for a few days. Instead they drug themselves every day....now at everyone else's expense!

Why ever have health insurance if you have to "grow up and tough it out", regadless of how crippling and debilitating the symptoms are, and on a monthly basis at that?       @ UPRIGHT APE...I'm not cruel and heatless, I'm just not a baby. I suffer every month too...extremely, but after a few days it goes away. Have any idea just exactly WHAT the pill does and/or how it works? Probably not. We have health insurance to SUBSIDIZE THE COST....NOT to pay for everything under the sun...especially things that aren't medically necessary. Your problem is that you've fallen for all this medical crap hook line and sinker. Every day there's something new out there that hasn't been tested properly, and your quack doctors push it like wildfire to make a few bucks. Most don't know better and fall for it without knowing the long term affects of the treatment and or meds. Despite the fact that there's so much disputed research and research that shows that the public is being misled, no one wants to hear it because they simply don't want to believe it and are unable to accept that they've been taken for a ride. Keep popping your pills...despite the fact that high estrogen levels are highly linked to breast cancer....is it any wonder why mammograms are saving the lives of women on a daily basis? Shove a pill down your throat not knowing how it works, then let them shove mammograms down your throat for "preventive" measures for everyone instead of for people at high risk, and then give the mammograms all the credit for "finding" cancer early. If women were to use their heads and see that half the crap they take with the pill being at the top of the list in conjunction with breast cancer instead of just blindly doing what the doctor says and/or taking stuff to make them feel better for a few days out of the month, health costs wouldn't be where they are now. So to answer your question, NO this is not the whole point of having health insurance.

So if there has been no increase in breast cancer rates despite high rates of use of birth control that means there is a conspiracy to perform more mammograms? I guess if there is no increase in rates of brain tumors that is a conspiracy to sell more cell phones. Buttom lines, if you want to be miserable several days a month be my guest. But don't denigrate other women who are not sadomasochists like you.

      Michele, I don't care if you RUN a healthcare or insurance company. If you are contending that there are women who do not benefit from the Pill because it relieves SEVERE symptoms of hormonal imbalance for more than a week every month, you're ignorant. It has been shown that the cost of coverage will NOT increase everyone's premiums but may very well result in savings.

      Educated yourself.

      Michele, I would be very happy to opt out of paying your insurance-industry salary and have healthcare administrated through a Public Option. Then you wouldn't have to worry about women's birth control pill co-pays and just pay for cheap pregnancies, births and children. However, your industry fought that tooth and nail, so I am stuck with people like you between my money and healthcare, so you can push your paper around and make sure your bosses make a lot of money that would be better spent on healthcare.
